Bayankhongor Governor Cancels All Saker Falcon Permits And Dismantles Arab Hunting Camps Following Deadly Confrontation

ULAANBAATAR, Mongolia — In response to mounting public outrage and localized civil unrest, the Governor of Bayankhongor province E.Enkhbat issued an executive order on August 23, 2026, revoking all active permits for capturing saker falcons under the purpose of "cultural exchange" across the province’s territory.

Following the executive order, provincial law enforcement and environmental inspectors immediately dismantled all foreign temporary hunting camps operating in the region. The decisive regulatory freeze comes after a fatal confrontation in Buutsagaan soum sparked nationwide grief, social media protests, and intense scrutiny over foreign falconry operations in Mongolia.

Fatal Incident In Buutsagaan soum Triggers Nationwide Outcry

The policy reversal follows a tragic event on August 18, 2026, when 32-year-old local herder Otgonbold lost his life in Buutsagaan soum, Bayankhongor province. According to local witnesses and family testimonies, Otgonbold approached a foreign falconry team from Qatar operating in his winter pasturelands to demand to vacate the area.

During the confrontation—under the witness of the victim's 14-year-old son—Otgonbold was struck and fatally injured by a vehicle associated with the hunting team of Qatar nationals, which subsequently fled the scene. A specialized crime scene investigation team from the National Police Agency in Ulaanbaatar was immediately dispatched to track down suspects and examine the circumstances surrounding the death. The police is investigating the case.

News of the incident spread rapidly across Mongolian social media platforms, sparking public outrage over foreign "cultural purpose" hunting allowances and raising serious safety concerns for local herder communities.


Digital Protests Mount Via Official Parliamentary Petition

Beyond local actions in Bayankhongor, the public backlash quickly channeled into formal legislative channels. Citizens mobilized a national campaign titled "Let's Stop Falcon Capture Permits", launched on the State Great Khural's (Parliament) official public e-petition portal on August 10.  

The parliamentary petition calls on the Government of Mongolia and the Ministry of Environment and Climate Change to permanently abolish annual export quotas and special catching permits granted to foreign entities. In the event that the petition gathers one hundred thousand verified digital signatures in a matter of days, the issue to ban falcon export shall be discussed at the parliamentary level. Currently more than 23,000 citizens have digitally signed the petition.

Provincial Intervention And Permit Revocation

Confronted by growing public protests and demands for accountability from local herders, Bayankhongor Governor E.Enkhbat exercised emergency administrative powers to halt all falconry operations.

Under the August 23 administrative decree, the provincial government:

  • Nullified All Active Catching Contracts: Cancelled all special licenses and agreements issued for capturing saker falcons for cultural and diplomatic purposes within Bayankhongor province.
  • Evicted Temporary Camps: Mandated the immediate dismantling of foreign falconry encampments and instructed all hunting personnel to clear out of local pastures.
  • Strengthened Border and Local Controls: Instructed soum-level governors and local ranger teams to enforce strict territorial patrols to prevent unauthorized trapping operations.

Regulatory Debates Surrounding Cultural Falconry Permits

Every year, the Ministry of Environment and Climate Change of Mongolia issues limited quotas authorizing foreign country teams—primarily from Gulf Arab nations—to catch saker falcons under specialized "cultural purpose" permits. Earlier on June 17, 2026 the Government of Mongolia allowed up to 350 saker falcons be captured from the territory of 14 provinces of Mongolia.

A team from Qatar led by Ibrahim Mohamad Alamury Alhsany under the name of Minister of State for Interior Affairs of Qatar HE Abdulaziz bin Faisal bin Mohammed Al-Thani had signed contracts on July 22, 2026 with the governors of Bayankhongor, Gobi-Altai, Uvurkhangai, Dornogobi, Gobisumber, Khuvsgul, Arkhangai, and Sukhbaatar provices to capture 12 saker falcons from each provinces until November 15, 2026. However, local herder communities have repeatedly voiced concerns regarding over-trapping, habitat disruption, and aggressive conduct by foreign hunting parties

Local leaders in Buutsagaan soum noted that provincial authorities lack the personnel required to continuously monitor remote foreign hunting camps across vast pasturelands, advocating for a permanent legislative ban on commercial and diplomatic falcon trapping.

By canceling all permits and clearing foreign hunting camps out of Bayankhongor, provincial authorities aim to restore order, safeguard local herding families, and allow law enforcement agencies to pursue full criminal accountability.
