COP17: Ulaanbaatar Partners with BYD for Sky Shuttle Rail and Batteries

ULAANBAATAR, Mongolia — In a bid to tackle chronic traffic congestion, severe winter air pollution, and systemic electricity shortages, city officials in Ulaanbaatar have signed a strategic memorandum of understanding (MoU) with Chinese green technology giant BYD Company Limited.


The agreement was signed between B. Purevdagva, the Governor of the Capital City and Mayor of Ulaanbaatar, and Zhao Tong, Vice President of BYD Company Limited, during the 17th Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD).

The framework agreement outlines a comprehensive green infrastructure initiative designed to overhaul the Mongolian capital’s urban transport network and stabilize its national power grid.

A Multi-Pronged Approach to Urban Infrastructure

Under the terms of the memorandum, the partnership will introduce four core technologies to Ulaanbaatar:
1. Expansion of Electric Vehicle Adoption: Accelerating the transition to electric mobility across public and private transport fleets.
2. Infrastructure Rollout of "Green Stations": Building high-speed EV charging infrastructure throughout the city to support mass adoption.
3. Battery Energy Storage Systems (BESS): Implementing large-scale battery storage capacity to buffer grid shortages and ensure a stable supply during peak usage periods.
4. Implementation of the "Sky Shuttle" Transit System: Introducing a lightweight, elevated rail system powered by battery tech to provide rapid transit across high-density urban corridors.

High-Speed Charging and Energy Storage Capability

BYD, widely recognized as a global leader in electric vehicles, battery manufacturing, and renewable energy integration, brings substantial operational scale to the partnership, having sold more than 17 million electric vehicles worldwide.
The agreement places a major emphasis on high-efficiency grid solutions. BYD has been rapidly expanding its high-speed charging footprint, launching an initiative in June 2026 to construct 20,000 advanced charging stations across China capable of fully charging an electric vehicle in just nine minutes. Approximately 7,000 of these stations have already been installed.

Furthermore, BYD achieved a major benchmark in grid-scale energy deployment by constructing 60 GWh of Battery Energy Storage Systems (BESS) capacity in 2025. The inclusion of BESS technology in Ulaanbaatar’s urban planning is aimed directly at mitigating seasonal energy deficits, which have traditionally strained local municipal services during winter months.


The Sky Shuttle: Rapid Deployment and Low Cost

A central component of the new transit strategy is BYD's proprietary "Sky Shuttle" (Yunba)—a fully autonomous, elevated transit system powered by the company's proprietary Blade Battery technology.

Designed specifically for dense urban environments, the Sky Shuttle is engineered to operate on elevated tracks, offering a lower construction cost and a significantly faster deployment timeline compared to traditional heavy rail metro systems or subterranean subway infrastructure.

The Sky Shuttle platform has already been deployed across ten major cities in mainland China, as well as internationally in São Paulo, Brazil. City authorities in Ulaanbaatar view the elevated rail network as an adaptable solution to bypass the city's notorious surface traffic bottlenecks while generating zero tailpipe emissions.


Addressing Chronic Mobility and Energy Challenges

Ulaanbaatar, home to nearly half of Mongolia’s population, has long struggled with rapid urbanization, severe traffic gridlock, and heavy reliance on coal-fired thermal power plants. The city's geography and harsh winter climates often exacerbate atmospheric inversion layers, trapping emissions and impacting air quality.

By replacing traditional diesel buses and internal combustion engine vehicles with an integrated electric network—supported by rapid charging points, elevated rail, and grid-supporting energy storage—municipal authorities hope to establish a sustainable model for extreme-climate urban transportation.

Further logistical details, including construction timelines, route mapping, and financial commitments for the Ulaanbaatar Sky Shuttle and charging network, are expected to be finalized in subsequent technical planning sessions following the COP17 conference.
