ULAANBAATAR, Mongolia — United Nations Deputy Secretary-General Amina J. Mohammed arrived in Ulaanbaatar on August 23, 2026, representing UN Secretary-General António Guterres at the 17th Session of the Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD).

Her arrival coincides with the transition of the summit into its high-level ministerial segment, where foreign ministers, climate delegates, and environmental leaders assemble to finalize multilateral commitments on land restoration, drought resilience, and global dryland protection.

Touchdown in the Mongolian capital marks the second leg of Mohammed’s official Asian diplomatic tour. She flew into Ulaanbaatar following official engagements in Beijing, China, and is scheduled to proceed to New Delhi, India, following her participation at the Ulaanbaatar summit.


Advancing Quality Education For Herder Children Through "One Bagh, One School"

Beyond environmental policy, Deputy Secretary-General Mohammed highlighted the crucial intersection of sustainable development, climate resilience, and education quality by visiting a school established under the "One Bagh, One School" initiative.

In Mongolia, over 36,000 children of nomadic herders spend up to nine months a year living in dormitories away from their families to attend primary and secondary school. The visit showcased the impact of public-private partnerships uniting the Government of Mongolia, UNICEF Mongolia, and private sector leaders including Khan Bank and Nomin Holding to address these educational gaps.

To date, the UNICEF Mongolia partnership has successfully built six schools, with six additional facilities scheduled for construction throughout 2026 to expand access to quality education across remote herding communities nationwide. Equipped with modern digital technology and eco-friendly solar-powered heating systems, these schools establish enhanced learning environments for rural children—representing a crucial milestone toward achieving UN Sustainable Development Goal 4 (Quality Education) and ensuring accessible education for every child regardless of geographic isolation.


Inspecting Clean Energy Initiatives In Chingeltei District

Beyond plenary halls and high-level diplomatic discussions, Deputy Secretary-General Mohammed visited Chingeltei District in Ulaanbaatar’s northern ger area to examine local renewable energy and green urban development initiatives firsthand.

As Mongolia hosts COP17, the field visit provided an opportunity to demonstrate, through the real-life example of a household using solar energy, how sustainable development solutions can be translated into practical improvements in people’s everyday lives.

This year, Chingeltei District is working in partnership with the United Nations Development Programme (UNDP), supported by funding from the China International Development Cooperation Agency (CIDCA), to assist approximately 500 households in transitioning away from raw coal to solar-powered heating systems. As part of the initial implementation phase, 48 households have successfully replaced their traditional stoves with modern solar heating systems and begun utilizing renewable energy.

The local initiative serves as a practical model for reducing urban air pollution, lowering household carbon footprints, and improving indoor living conditions across Ulaanbaatar’s informal settlements during harsh winter months.

Mobilizing Action At UNCCD COP17

The UNCCD COP17 summit, running from August 17 to August 28, 2026, under the overarching theme "Restoring Land, Restoring Hope," brings together delegates from 197 member parties to confront accelerating global land degradation.

During her address to the plenary assembly, Deputy Secretary-General Mohammed is expected to urge member states to scale up international climate finance and accelerate land restoration targets. She will emphasize the critical need to bolster global resilience against recurring droughts, particularly in vulnerable dryland nations where soil degradation threatens human security, food systems, and local economies.

"Her visit highlights the urgency of advancing sustainable land stewardship and strengthening drought resilience worldwide," stated UN Spokesperson Stéphane Dujarric ahead of her arrival. "On behalf of the Secretary-General, she will underscore the need to translate global commitments into direct field action to halt land degradation."

Pastoral Heritage And Global Policy Integration

Mohammed’s arrival coincides with Mongolia’s leadership role in celebrating the United Nations International Year of Rangelands and Pastoralists (IYRP 2026)—a global campaign championed by the Mongolian government and adopted by the UN General Assembly.

During her stay in Ulaanbaatar, the Deputy Secretary-General is scheduled to hold bilateral discussions with senior Mongolian state officials, including Minister of Foreign Affairs of Mongolia and COP17 President B.Battsetseg, alongside civil society representatives and nomadic pastoralist leaders. Discussions will center on integrating traditional pasture management into UN Sustainable Development Goal (SDG) frameworks and securing direct financial pathways for pastoralist communities suffering from extreme winter climate disasters (dzud) and summer soil erosion.

Following her engagements at the high-level segment in Ulaanbaatar, Mohammed will depart Mongolia on August 26 for official bilateral meetings in India before returning to UN Headquarters in New York.
