MP J.Bayarmaa Questions Government Over Health Risks of K2 Gasoline

ULAANBAATAR, Mongolia — On August 26, Member of State Great Khural (Parliament) J.Bayarmaa has formally asked Prime Minister N.Uchral to provide information on the health and environmental impacts of imported K2-class gasoline or AI-92 gasoline currently sold in Mongolia, as well as the government’s plans to phase it out.

The use of K2-class gasoline in Mongolia, lately raising questions over its potential impact on public health, air pollution and vehicle emissions. Mongolian policy makers and government officials often cite refineries around the world no longer produce K2-class gasoline as it is described as low environmental grade fuel equivalent to the Euro-2 standard, characterized by high sulfur and pollutant emissions compared to modern clean-burning fuels. Even, Russian crude oil refinery in Angarsk, from which Mongolia source majority of its fuel import, has kept a "substandard" production line of K2-class gasoline operational for Mongolian buyers only.

Concerns over K2 and K5 fuel standards

According to Mongolia’s MNS 0217:2017 standard, K2 gasoline is classified as fuel containing up to 500 mg/kg of sulfur, while its benzene content is permitted to reach 5 percent by volume. Under Russia's GOST standards, K5 fuel is classified as sulfur content is limited to 10 mg/kg and benzene to 1 percent.

Bayarmaa noted that Mongolia currently imports and uses AI-92 gasoline meeting the K2 classification, while a significant portion of Ulaanbaatar’s vehicle fleet consists of imported used cars aged more than 10 years.

The MP Bayarmaa points to Japan as an example, noting that Japan reduced the permissible sulfur content of automobile gasoline to 10 ppm from 2008. She argues that Mongolia needs to establish how the use of higher-sulfur K2 gasoline affects catalytic converters and emission-reduction systems, particularly in older imported vehicles.

Seven questions submitted to the government

Bayarmaa has asked the Prime Minister to provide information and assessments on eight areas. First, she requested consolidated information on the volume of K2 and K5-class AI-92 gasoline imported into Mongolia over the past five years, their shares of total fuel consumption and the countries or sources from which they were supplied.

As per clause 16.1.6 of the Law on Air, it is not allowed to sell gasoline below K5 classification within the specified central zone of Ulaanbaatar where highest efforts to improve city's air quality are undertaken. In the event that gasoline stations within that zone is found to be selling gasoline below K5 classification, fines, penalties and other measures are imposed.

The MP also requested information on the results of laboratory analyses, quantity of K2-class AI-92 gasoline sold in Ulaanbaatar, including the amount supplied to the market and the quantity that remained unsold.

Government MAY consider ending K2 gasoline use

Lately, the government sends message to public that continued use of imported K2-class gasoline, compared with K5 gasoline, creates additional risks from air-polluting substances and health impact. Mongolia's first crude oil refinery "Mongol Refinery", which is being built in Altanshiree soum, Dornogobi province, highly expected to be quickly commissioned in 2028, is designed to produce AI-95 gasoline as well as other diesel, LPG, aviation fuel, will not produce AI-92 type gasoline. It is uncertain what measures the government would take if the sale and use of K2 gasoline were to be discontinued and consumers switched to K5 or higher ecological classifications. Such transition would eventually result in potential changes in higher fuel prices, household expenditure, economic pressure, air pollution and public health.
