As host of the 17th Conference of the Parties to the UN Convention to Combat Desertification (UNCCD COP17) in Ulaanbaatar, Mongolia is asserting its leadership by transforming what has long been treated as a downstream pollution complaint into a shared, regional imperative for survival across East Asia.

With roughly 77% of Mongolia’s landmass affected by degradation and desertification, the nation views its ongoing green transition not merely as an international commitment, but as a fight for cultural and economic preservation. However, because strong westerly winds carry dust across borders into China, South Korea, and Japan, Mongolian officials and experts are making clear that ground-level restoration in the source regions must be matched by unified cross-border action.

Bridging the East Asian Gap: From Seoul’s Commitment to Ulaanbaatar’s Action
Mongolia is using the momentum of COP17 to accelerate diplomatic commitments previously secured at the Ninth Trilateral Summit in Seoul, where the leaders of South Korea, China, and Japan pledged under the "Trilateral+X Cooperation" framework to join forces with Ulaanbaatar against regional dust and sand storms.

On 25 August, during COP17, Mongolia will formally partner with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the Trilateral Cooperation Secretariat (TCS) to launch a major regional initiative on sand and dust storms.

Rather than focusing solely on monitoring where yellow dust lands, the new framework shifts regional priorities toward source-area management, impact-based forecasting, and real-time information sharing. By linking early warning systems across all four nations, the initiative aims to build local resilience—starting at the herder level in the Gobi Desert and extending to urban centers across the Sea of Japan.

A Survival-Driven Green Transition
On home soil, Mongolia is pairing its diplomatic push with aggressive national ecological drives, led by the nationwide "One Billion Trees" initiative, the "333 Lakes" water restoration project, and accelerated investments in renewable energy.

Recent weather events underscore the urgency of these actions. Extreme dust events, such as the major storms of early 2025 and a severe February storm that swept through southern Mongolia into northern China—reducing visibility below 200 meters—demonstrate how severe low-pressure systems over the Gobi can destabilize entire regional ecosystems.

For Mongolia, addressing land degradation at its root is the only sustainable way to protect the region's climate future. By taking center stage at COP17, Ulaanbaatar is sending a firm message to its North East Asian neighbors: safeguarding the pastures of the Gobi is the frontline defense for the environmental security of all of East Asia.
