COP17: Former President Moon Jae-in Delivers Keynote Calling for Global Solidarity to Combat Desertification

ULAANBAATAR, Mongolia — On August 24, speaking before world leaders, international delegates, and environmental experts at the opening ceremony of the high-level ministerial segment of the 17th session of the Conference of the Parties (COP17) to the United Nations Convention to Combat Desertification (UNCCD), former President of the Republic of Korea Moon Jae-in delivered an urgent call for global unity, ecological restoration, and peace.  

Addressing a distinguished audience that included Mongolian President U.Khurelsukh, UNCCD Executive Secretary Yasmine Fouad, former President of Finland Tarja Halonen, and former President of Costa Rica Carlos Alvarado Quesada, Moon warned that humanity is facing an existential crisis fueled by climate change and accelerating land degradation.  

A Crisis of Human Survival

Moon opened his remarks by emphasizing the fundamental connection between healthy soil, basic human survival, and global security. With 40% of the world's land severely damaged and degradation advancing rapidly, nearly half of humanity now suffers directly.  

On the existential threat of land degradation: "Land is the ground of our lives. It sustains food, water, and community. When land is degraded, food and livelihoods are shaken, and even human dignity and peace will come under threat. A crisis of land is a crisis of human survival."

Emphasizing that environmental destruction does not halt at geopolitical borders, Moon stressed that international responses must be equally boundary-pushing.  

On cross-border solidarity: "Nature knows no borders, nor do the climate crisis and land degradation respect them. And therefore, our responsibility and our solidarity in answering them must also reach across borders."

South Korea’s Journey: From Ruin to Reforestation

Reflecting on South Korea’s history, Moon shared how his nation successfully overcame widespread environmental destruction in the wake of the Korean War. Through coordinated government strategy and widespread citizen participation, South Korea transformed its barren, deforested mountains into flourishing green ecosystems.  

On hope through collective effort: "The Republic of Korea as well once knew despair in the ruins of war with mountains stripped bare and land laid waste. But Korea did not give up. With the firm will of the government and the devoted participation of our people, we succeeded in raising green forests once again. Korea's own experience has proven a source of hope that no matter how deeply nature has been wounded, if we refuse to give up and join our efforts together, it can surely be brought back to life."

Moon noted that South Korea remains committed to sharing its reforestation expertise with the global community to foster broader environmental resilience.  


The Peace Forest Initiative and ROK-Mongolia Cooperation

Highlighting the environmental policies enacted during his administration, Moon cited South Korea’s 2050 carbon neutrality declaration, the enactment of the Carbon Neutrality Act, and the launch of the Peace Forest Initiative (PFI) at the 14th UNCCD COP in 2019. The PFI uses forest and ecosystem restoration in border regions as a platform to build trust and mitigate conflict between neighboring countries. Today, it stands as a flagship global program within the UNCCD framework.  

Moon pointed to the Korea-Mongolia Green Belt Project, initiated in 2007, as a prime example of successful ecological collaboration. For nearly two decades, the two nations have worked jointly to prevent desertification, plant trees, and train environmental specialists.  

On ecological restoration as a bridge for peace: "We must not forget that restoring land is the most worthwhile investment we can make in the peace of humankind. When land is degraded and resources grow scarce, what fills the empty space is conflict and strife. Cooperation to revive land and water together is precisely what builds trust between us and becomes the firm foundation for peace."

On two decades of South Korea–Mongolia partnership: "Over these 20 years, what Korea and Mongolia have planted together is not trees alone. It is firm trust between our two peoples and hope for a greener future. Neither the sandstorms nor the yellow dust that blow across our borders could stop the friendship and solidarity of two countries determined to plant trees and bring the land back to life."

Turning Promises into Action

Looking ahead, Moon urged the international community at COP17 to shift from declarations to tangible outcomes. He called for an inclusive movement that places local communities, women, and young people at the forefront of policy design and execution.  

On inclusive and fair restoration: "Local communities with long-held wisdom, women who have safeguarded the ground of daily life, and young people who will open the way to the future are the ones who will lead this change together. When they stand at the center of every stage from planning to action, the restoration of our land will become fairer and much more sustainable."

He concluded his address with a passionate appeal for immediate, collective action to safeguard the planet for generations to come.  

On the legacy for future generations: "Each decision we make today and each action we take will change the Earth of tomorrow. Let us bring green life back to the parched Earth. Let us cultivate a community of peace where people and nature breathe together. With our fervent solidarity and our unceasing practice, let us give future generations a land of life, of peace, and of hope."
